Signing in to SDX-Cloud in the browser needs an SDX-Cloud user account with a license such as Member or Guest. A device user is meant for devices and apps, not for browser access.

What an administrator checks
The user was invited and finished the activation. The user has a license such as Member or Guest. The user has access to the project. The user signs in at the right instance. Having another product or device set up does not give browser access.
If someone can use a device but cannot sign in
Check the account type first. Read Cloud Licenses and Roles and Permissions, then invite the person as a Member or Guest if they need the browser.
